A level-up offers it as one of three cards.
Rank by rank
A level-up card offers a skill you do not have while one of your 6 slots is free, or the next rank of one you have, up to rank 5. These are the lines the card shows:

- Rank 2: 9 damage 6 times a second within 1.6 tiles for 2.8 s · 9.5 s cooldown (5.7 s with Quick Hands at rank 5)
- Rank 3: 11 damage 6 times a second within 1.7 tiles for 3.0 s · 9.0 s cooldown (5.4 s with Quick Hands at rank 5)

Evolution: Iron Cyclone
Rank 5 + Broad Shoulders → Iron Cyclone. Hold Iron Gyre at rank 5 and any rank of Broad Shoulders, and the next level-up’s first card is the evolution, drawn in gold. The whirl of blades grows into a storm that lasts longer and reaches farther.
- Change from rank 5
- +30% damage, +25% area, +30% duration, -5% cooldown
- Damage
- 16 → 20.8
- Cooldown
- 8 s → 7.6 s
- With Quick Hands 5
- 4.57 s
Broad Shoulders is also the key to Faultline and Snaring Net, so one passive can open two evolutions.
Gear that changes it
- Millrace Hauberk (unique): Iron Gyre does not wind down while you keep moving (up to half as long again).
